Systems exist for the benefit of end users whose decisions make the organization possible. Such users may be the general public – government agencies – foundations and individuals with the resources to meet the public need. In commercial enterprises, investors, both institutional and individual, along with customers – also organizations and individuals – typically have the opportunity, the right, and the inclination to "walk with their feet" if they are not satisfied.
